SC2 and icuuc44.dll

I installed the Battlet.net beta launcher and as part of that process used it to update SC2.    After an optimization of these files I now get an error when I try to launch SC2:

I've deleted the SC2 folder and reinstalled via the launcher, but I still get the same error, so I figure it is not a game file.

As I'd rather not download one from the internet, is there a friendly SC2 player out there (isally using W7 64 bit) that would mind linking me one (maybe via Dropbox) so I can install it in on this PC?

Any other methods to resolve the problem would also be appreciated!
(note: the 'optimization of my SC2 files by the launcher removes the repair tool that used to be there!!)

What I think is happening here is when you try to start the game, it's probably trying to find the files in the system folder as opposed to the StarCraft II directory, why it does that I have no idea.

   This worked for me! After i did this i then deleted the battle.net folder in program data and it finally launched
