I clicked the link, but I'm afraid I don't understand a word.
Well, I understand all the words, but together in that order, they mean nothing to me.
Please explain in words that go together, I'm genuinely curious.

RAF stands for Refer a friend. When you refer a friend you get some leveling bonuses, you level faster when in group with that person and for each level you get from leveling with the person you refer you get a level that you can give to another character(These bonuses only count for old content not the last 5 levels)

What he did was to save up 40 levels that he could give a new character. Then he joined a battleground, a pvp arena with 10vs10, 15vs15 or 40vs40. Battlegrounds are tiered based on the levels of the characters and those tiers are 30-39, 40-49 for examples.
He as a level 40 character joins the 40-49 bracket and then he uses his saved levels to level up to level 80 right away. This gives him huge bonuses when it comes to what spells he has access to and talents added to that. What really puts the cherry on the top is that he has heirloom items. Those are items that are bound to your account and scale based on the level of the character. So you can use the same item on level 1 as on level 80 but there is a lot of powercreep on the items since they scale with level and damage has scaled relatively exponentially.

Just to give you an idea of how much more powerful he was compared to the bracket he was in. Average DPS at level 40 is maybe around 300 while average DPS at level 80 is maybe around 5000.

TL;DR version: Consider a FPS game where everyone except you does 1/10th damage with all weapons and have 1/10th health.
