The Audio Director for SC is Martin Galway.   If you don't recall the name then let's remind you, he's a nephew of the older 'Sir James' and been involved in quite a few video games already and delivered some cracking good sounds:

Devs have said that by default there will be sound, but they have also said you will have the option to turn off sound when the camera is 'in space' (although there is some science argument that there should be 'some' sound as space is not a perfect vaccum).
