The Phantom prospect assignment is unlock-able if you have the Premium add-on.

They discovered the password for phase 2 also. To unlock the Phantom trainee assignment you have to type the password: epic dream worlds

Here are some locations where you can find the dogtags, if you are lucky:

And remember, you have to knife the box to get the dogtag.
Don't shoot it, because then you won't get it.
