I had a brief play around last night (after 3 nights where everytime I tried to pledge, the game crashed), took some documents to Boreas which was for.. expansion? It didn't need them, I was just learning the mechanics of it. It *seems* straightforward enough but the dimwit I am took a while to figure out what the game meant by 'control system'.

Actually Boreas is on the federation undermining hit list so any additional expansion effort is a good contribution. You get merits for anything you contribute and no more or less for doing it early or late.

That was my bad, I meant that Boreas was well over the threshold for flipping and had minimal opposition so an extra 10 tickets didn't add much but it was close by. As you say, the reward appears to be the same regardless of effect (whether the reward should be higher the earlier you contribute is up for discussion) but it netted me 10 Merit points and an attempted assassination by a rather fesity Federation Asp.

Especially the first post and other referring to cease fire and attack effort etc.
