Those runes can be used as consumables and to craft items? Not sure anymore.

They are used to create the Icebane, Icy, Polar & Glacial frost resistance sets that will be needed later in Naxxramas.  In addition they are needed for a quest in Naxxramas to obtain [item]Ramaladni's Icy Grasp[/item].
