Yes, he can have the CS Veteran badge as I know he played CS.

However, badges for current games are awarded solely on the merit of that game itself and have to be awarded by the appropriate Game Leader. So no, he can't get the green badge for BC2 unless he's given it by NF (if it becomes adopted of course).
