It isn't off-line, it just appears to be on HLSW (which doesn't work in online mode anymore)

Joining can be hit or miss too, if you try when it appears offline, you won't get in, wait a few secs and try again and you will.

It's been like it for a few weeks since an update broke it.

cant load csgo
every time i load it as soon as its passed the valve screen it goes back to desktop saying csgo.exe has stopped responding

Not sure what's going on there sneaky, have you tried the usual things like verifying the gamecache or deleting the registry.blob?
All your drivers up2date? You can try adding -novid to the cs:go launch options which will skip the intro video, but I'm guessing that might just cause an instant crash in your case.
Try the gamecache thing and report back. it'd be good to cya online for some pew pew pew

That happened to me once and all i did was verify the game cache and it downloaded some extra files
