Given the ease with which one loses rep in this game I think if several people are friendly to both sides then all it'll take is participation in a civil war to decide either way. Also FD has said on their forums that being friendly to one side does not put you at a disadvantage with the other major faction so until that is changed then I see no problem with anyone being well ranked up in the Federation or Empire.

Bit of advice from the Elite Forums CMDR Ytheleus:

From what I've observed, your starting reputation with any local Alliance faction (before doing any missions) is the same as your overall Alliance reputation. Missions you do for a local sub faction add to rep for them, and also a small amount to overall Alliance rep.


If you have even slightly negative Alliance rep, ALL local Alliance factions will start from that point too.
It is easier to gain rep levels (eg neutral > friendly) with local factions, but it takes a long time to shift overall Alliance rep. If you are Allied to the Alliance, all Alliance sub factions start out Allied even if you've never encountered them before.


So one way you can be 'friendly' in mission result screens but neutral generally with a local faction, is to have overall negative rep with Alliance.
The only way to fix this is to work on local faction reps; it is rumoured that charity missions (buy faction free food, weapons, medicines) will make this process faster, but will also cost credits obviously.


Don't abandon missions, don't get caught smuggling in Alliance jurisdiction, don't shoot Alliance ships, particularly cops.


So in matheze:
Mission result screen reputation = local faction rep modifier
Local faction rep on RHS panel = Uber faction rep (eg Alliance) + local faction rep modifier (eg Alioth Independents)

Bumping this thread a bit and asking the question:

I am 100% rep leveled up from Marquis to Duke but I'm not getting the Naval Progression to Duke. Is there anything else I need to do to rank up?

What does skill and experience have to do with it? Rep is 100%
