Automated welcome messages

Can we setup some automated welcome messages (particularly for the public server) so that new users know who we are and things we'd like them not to do (like use martyrdom, for example).
 
I've tried setting up some binds for /rcon say messages using bind KP_HOME "/rcon say Welcome to the Jungle" (as an example) but I keep getting at unknown command error message.  Yes, I've logged in with rcon priviledges.  Any help on this would also be appreciated.

I write down everything I want to remember. That way, instead of spending a lot of time trying to remember what it is I wrote down, I spend the time looking for the paper I wrote it down on.

To answer the binds question ...

I have a couple of normal 'talk' binds setup on my G15 and they needed to have a delay (0.15secs) after the 'T' is pressed.

I can get normal say and say_team messages to work using binds, just not ones when I use /rcon say???
