No. It's by merit.

The way I look at it. If you are a head admin and play on the public server with any frequency you get admin rights. If you own the game and just play high days and holidays you get the green one.
 
But if you have been given rights and don't think you need them let me know as I don't want to end up with loads of inactive admins.
