this is a mage that has applyed for guardian, but his gear is a low for that,
as Asheera has said:

he is happy to join Defender too..
atm mages in Rg2 are :
 
1)Ubar
2)Backblock
3)Risingstar
4)Tlor
5)Belth
6)Outcastius
7)Thierry
8 )Dequo
 
now we are 8 mages, but we said that Thierry will be demoted on 9th september, and then we will be 7 ( perfect number); but dequo will be demoted too i think, he did't come last MC too.
 
I don't personaly know Halakria, he was in my guild time ago, but he knows Asheera and Nox better then me.
 
So we will become 6 mages with dequo demoted,so i think we can speak about this mage.
 
PS: i think we will need a mage more ONLY if dequo will not stay with defenders, and we need to pay attention to Halakria attendance days too, in his apply it seems not full raiding for defender.

Hmm - I don't think we can bring him in atm because Dhëpo have about 60% attendance and if you think that's to little we will have to demote the half of RG2.
