No this is wrong.  The correct version is:

Friendly for Mains and Honoured for Alts.
If you meet this rep criteria then you can roll for the item.
It does not matter what your reputation is if you have met the threshold criteria.  
This way an Exhalted main does not get any priority over an Honoured Alt or a Friendly main as both rolls count equally - the winner is the highest roller.
If nobody has the required rep then revert to highest roll wins.
It's a very simple system designed to ensure that alts and soldiers get an equal footing quickly for epic loot.
