You can get attuned at Lights Hope Chapel in EPL.  The cost depends on the level of your Argent Dawn reputation.

Minimal honored required, and at lvl 70 the mobs give 1 rep per, Beset is not attuned and will probably never do so. kinda annoying, id love to have seen naxx.

Attunement is pretty cheap, even at honored, it shouldn't cost more then 25g to get it done. Arcance and Nexus crystals cost virtually noting these days.
 
And Bastet, getting to Honored shouldn't be that painfull if you can still hand in quests and stones for the regular amount of rep. You can get some fast rep on the first hand-ins of the repeatable AD quests, they give 500 each. I hope it's still the same at level 70 :unsure: .
