just playing with humans and bots on Italy, and server crashed on mapchange.

No command works if its crashed like that, as long as it responds to Rcon commands it will restart after issueing a "quit" command

Correct. It crashed with a memory error so until one of the server admins clicks on the relevant OK button on the server it will stay hung. If it crashes out completely then it will auto restart or you can restart by typing quit in console (rcon quit)
