If you want to watch one of the matches,  SourceTV is running on both tournament servers, there is a 30 second delay in the feed.  Just connect as you would to any other CS game server.  There is no password and the ports are as follows:

MeatHook   cs.deadmen.co.uk:27025
Baldric       cs.deadmen.co.uk:27027

Could it be that Source TV is causing the lag?
I do exactly what the little voices tell me to.

PC Specs:- Black box with some fans that go whirrr, a few lights, things inside that get warm, headphones, keyboard (a clicky one), mouse (with buttons and no squeak), disks (2-off SSD and HDD) and a monitor of sufficient proportions.

It runs on Baldric all the time and I've not noticed any issues with it.

It was running immensely laggy all the time i used it today

I must admit when I connected to it is was very jerky. I was getting about 1 frame every second or two. But I didn't notice that adversely affecting the server when I was playing as opposed to watching.

tv_maxrate was only set to 2500, so i've increased it for next year....
