AFK Guidelines

I'd like us to be more consistent with our treatment of people who are AFK in game or in spec.  

If someone is AFK, slay them and move them to spec.
If the server is full, anyone who has been spec for two full rounds should be kicked.

If you are going to be doing admin activities from spec mode, please let the other admins on the server know, to prevent you from being kicked.

I suppose the question is do we treat random unknown publics the same? Perhaps a note needs adding to motd?
