Guild Bank items at 50%

I had a request today for some items out of the bank.
I was in the middle of a fight so said i would look at it later.... At the time i thought this person being a new member may be open for concern. As he left the guild a couple of hours later i was glad i put it off.
 
Soooo..... Can we make a rule of Initiates cannot have the discounted rate? or if anyone else has a suggestion.

i have since warned all the officers in his new guild "lightning troopers" that he isnt to be trusted. they were thankfull for the warnings.

ps i agree that iniates dont have the right to purchase except in exceptional circumstances

At the end of the day it is not a major concern to me.  The stuff sits idle in bank and is worthless to the guild as an item, but is of some use to SOG once converted to gold.  Someone will always do this to us, but that's why the rule says Member and not Initiate.
