Is it Windows or my disk drive?

I have some Doovders with avi films on.
Burnt at 8x

when I try to take the file from Disk to HD I get the old cyclic redundancy check error

get the same error in my second disk drive.

These disks have hardly been used...

If I put them in my ancient ubuntu laptop I can get most of the files off...

Is there an app on windows that slows down or helps to read the disks?

when I check the DVD in disc manger (thanks Kreg) it says healthy

chances are you wont ever be able to extract the data from the disks, as the data is damaged permanently.
a CRC error when trying to copy from a cd/dvd can be caused by several reasons:

Damage to the disk.
Dirt on the disk surface.
Error in the actually burn due to crappy software used for its burn process
Low Quality media used
Aging of the disks due to Light/humidity/temperature.

My guess is either Low Quality media used or Aging due to above factors.  

Media should be stored in a upright position to ensure no presure is made to the surface of the disk.
Humidity around 10-40%
And should be store in a container to keep light out.
If these 3 factors are in orden disks can last years, even decades.

But back on topic, there is a trick you can try using, some iso creation programs have error correct features, try finding one and try making a image of the disk, if the damage is very minor you might be able to create a good image, and pull the data out from those..

The make is Verbatim 16x Certified

well should be fine, tho the disks are probably fubar, so i can only suggest you try creating the image, and if that doesnt work either, im affraid you cant recover the data
