Fileplanet offers a complete STEAM CS1.6/HL1.1.2.0 installation as a seperate download.

Description
This file includes the full cache of data required to run Half-Life v1.1.2.0 and Counter-Strike v1.6 in the Steam client. You do not need this file if you have successfully downloaded this data from the official version of Steam.
