CS server is loading new maps slowly and causing lag to players for first round only.

Meathook was terribly laggy tonight, even after a restart.

I'v been trying to place no-entry signs on Piranesi but my sm_admin doesn't appear to have the commands visible.
console command sm_decalmenu is not recognised.
all 3 plugins are on the server: Listing 3 plugins:
  [01] SourceMod (1.5.0-dev+3758) by AlliedModders LLC
  [02] CS Tools (1.5.0-dev+3758) by AlliedModders LLC
  [03] SDK Tools (1.5.0-dev+3758) by AlliedModders LLC

It looks like it needs an update but there are no updates available.

Is there somewhere I should be tracking for updates?

BTW, regarding maps and the failed attempt at using workshop, if I linked to the maps on gamebanana, could you upload them for us?
