Blue to Red Group Transition

Thought id better say how I'm Intending for Group "upgrade" to occur:

Due to SKill difficulty and Gear etc amongst other factors I would screen people for red group via the following:

• Application Process, Followed by a trial, The Application would be Rated by myself and my Assistant (sorry council you aint got OP's experience yet) and we would get a review by the Blue group OP's leader on the Member.
• Review Request, Id just simply look at the person's gear and talk to there OP's leader and deside from there
• There will be a set Number of Places for Red Im thinking no more then 16 Max so 2 Backup DPS 2 Backup Healers and 2 Back up Tanks, they would be rotated Obviously but this is as far as im willing to take group Size

My rulings would be made seperate from the council simply due to the fact the council dont ahve Operations experience or Knowledge of what is Required, In the event an application/review makes it through they would be given a trial period, should they not perform as was described/expected they would be removed back to Blue with a 1 month trial lock out inplace, any decision disputed can be brought before the council and ill argue my case.
