I think it would be sensible to give RGW RLs the power to edit GMOTD so that they can keep RGW messages in the fore front alongside the ones we always put in for RGT.

If we ask em to run a team they need the tools to do it .... I would be happy to open up bank tabs and withdraw amounts for them also but they MUST have an authenticator
