I presume it means the best you can expect to do OR the best that have been posted so far.
It was lifted straight from LFS forum so the choice of words is theirs.

It it equivalent to par. It is not the fastest times, as FXO on fe gold is 1.38. where as benchmark is 1.40.  There is also talk of some sort of handicap, though i havnt looked into all that. (cause it will depress me    )
