i have a corsair rm 1000x psu and the chirping noise i'm hearing is that i think, the fans not eveing going round yet.

Fans not working is normal, they only go on when needed.  I have an AX1200i.

Coil whine is also normal on Corsair PSUs.  Sometimes you even hear cracking noises from the bloody thing.

Once this one is gone, I'll be going back to Enermax.  I have an Enermax Galaxy 1kw (that I used before) in the missus' PC that has been running steady since 2007, and it's brilliant.

The damned thing also reacts with stuff not inside your case.  If I have my cpap machine on, the bloody thing starts making enough noise that it doesn't allow you to sleep.

In whatever game it is happening on, can you try forcing VSync from the nVidia 3d settings menu (right click desktop).

See if that gets rid of it... if the whine is a GPU coil and not PSU, it probably only happens when the GPU tries to throw out 300+ FPS (which often happens when you first start a game).
