Is there a chance one of the ports being used for Toxikk is already in use for another game? Seems to me the problem is between the firewall and server and is a comms restriction/ conflict rather than the server being bad. After all, other servers are working perfectly fine.

I do recall one thing about the port forwarding in that it needs to be UDP only. Not sure if that makes a difference or if I understand it however!

OK. I'm almost there.

I've created a server and joined it but the only issue is that I have to take down the firewall on that PC in order to do it.. Anyone familiar with ESET that can jump on TS with me??
