Character set change on forum

I've just updated the charset that the forum uses to store data to match the database and fix some display issues I've noticed. A minor downside is if you have a special character in your name (EG: é ) then it may show as a question mark.

I will try to update them all but if I miss one, let me know and I can tweak your name.

O and A with the umlaut and the A with the little o on top is missing. :)

From here, the pound (Ã,£) character is missing

ö  doesn't show in my Location and Ã… in Vobler's location

there's ä, ö and ü..can't remember the codes for the Captial letters with Umlauts

hmm da's post in the technology section has lots of question marks not sure if it was the euro or pound sign he was using but the first character isn't showing.

BBB's sig appears to be full of black diamonds with ?s in the middle. Seen them in various posts that have been copy/pasted from elsewhere as well. Also one at the end of Delan's upside down sig text. That anything to do with this?

They just need to be edited. All posts before the switch may show the ?
