It's weird how Google and Microsoft do stuff.

Arguably Chrome OS on a Chromebook is restrictive in that realistically you can only use apps from The Chrome Web Store or more recently the Android Store. Also try using it without a Google Account !!! Yes it's not impossible to sideload stuff, dual boot Linux etc. but for the average user a Chromebook runs Chrome Apps only through a Google account. Not a million miles from Microsoft and it's Windows S. But Chromebooks are a popular device loved by millions (myself included) and are seen as a really useful addition to the range of devices we can use. Microsoft's effort is reviled, used by no one and ultimately dies off fast.

I've never used Microsoft S so I can't make a personal comparison but I wonder what it is that makes Google able to produce a device people accept (Android, Chrome Browser, Chromebooks, Google live search assistants) and Microsoft make ones we hate (windows phone, Microsoft Edge, Windows S, Cortana), when they're not a million miles apart? It's not as if Microsoft are incapable of making decent stuff, the Surface and Xbox  come to mind.
